URGENT - Car won't start.

When attemping to start sometimes, it just has the exclamation mark in a triangle light lit up on the dash.
We cleaned out the negative terminal as it was really bad and it worked for a month or so. Now it's back to not starting occasionally.

Question: Why is there so much dust/powder building up at the negative terminal? I'm not joking, in a week, its fully covered.

And more importantly, is this starting issue battery related?

I'm pretty sure when my last battery was on it way out it would corrode up pretty bad fairly fast. If you can't get bi-carb soda onto it Coke will do the trick.

This ones been corroding its *** off for months now =\
It was a cheap $60 one, probably dead by now, It's 2 years old or so.
