Default road trip help Vic/NSW

planning a road trip with my Learner daughter from Vic into NSW. Can someone please confirm that the Vic permit conditions stay with her? ie that she can drive at the posted limit on the freeway, not the NSW restricted speeds? that's hot to interpret this statement, right?
