Exclamation Brake disc question

I've had the car about 6 weeks now and and now starting to tinker around a little bit.
The handbrake shoe was sticking to the disc a bit on the right rear and making that horrible squealing sound. I printed out the instructions on how to adjust the handbrake but came up with the following problem:
The inspection hole on the disc doesn't line up with the inspection hole on the hub so you can't adjust the handbrake without taking the disc off.
The problem with that is you either don't adjust it enough and it brake doesn't hold or you over tighten it and you can't get the disc back on.

Sitting here thinking about it, is it possible the guy that had the car before me put the discs on *** about ie. left on the right and right on the left? The hole for the securing screw lines up but not for the inspection hole that has the rubber grommet.
