Default testing of brakes during rwc

How exactly does a mechanic test your brakes during a rw test?

I got my car back after a roadworthy test to find my rear brakes were locking up so badly I had to get the vehicle towed home.

As politely as possible I explained there's no way I could have gotten it there that morning if it was like that when it arrived.
