Angry What IP Is 1.1.1.1 ?

Well,I'm getting extreme slowness, this is after the 3rd HOP .. so any ideas? I've never heard of a 1.1.1.1 ip.. only 127.0.0.0 ?

I have 8000/384k connection, though the lag is on the 3rd hop (which intern is causing every other hop to be lagged) thus my connection is really slow I could barely bring up fordforums.
