I find the word bugger offensive, does that mean someone who casually uses it will get fined? So its not neccessarily (spelling?) just swearing, it could be racism, etc?
Id suggest anyone with a fine dispute it. It will cost, but the term indecent or offensive is highly subjective. It makes it easier if they issue on the spot fines, instead of having to go through court and let a judge decide.

What one cop thinks or agrees is offensive, another may not even notice as being a swear word.
