They can still just dispute the fine in court, and the same will happen anyway. Might be less likely though, and at least there would be no legal aid so no clever lawyer, so maybe.
All I see happening, is some normally decent people being hit with a fine when they arent in the best of moods, and a bunch of the usual drunks, anti social buggers etc having warrants issued for unpaid fines.
I suppose on the last part it could be a good thing.
